Upstate Telecommunications Corporation (UTC) is a Not-for-Profit Local Development Corporation pursuant to Sections 402 and 1411 of the Not-for-Profit Corporation Law of the State of New York. It was established in May 2004 and is governed by a Board of Directors whose members are appointed by the County Executive of Monroe County. 

UTC was formed to update, modernize, integrate, and network the County of Monroe’s information and technology hardware and software.
